Only the US invests in, researches, exports and hypes biological warfare. Every other nation has shied away from this criminal conduct. Here's another local example of germ warfare promotion in New York. It's bad enough we have Columbia U. working on this forbidden 'science' in a dense population and Plum Island with its deadly virol 'research', now we have open air "testing".

At some point within the next two weeks, Madison Square Garden will play host to a swarm of observers scrutinizing the behavior of an unseen agent.

As early as Wednesday morning, depending on the weather, the carefully orchestrated release of a colorless, harmless gas in Manhattan should help researchers get a better handle on how hazardous contaminants - whether from natural sources or malicious attacks - disperse in an urban setting.

The federally funded Urban Dispersion Program's many collaborators chose New York City, in part, because it's "the most complicated city, geometrically, in the country," said Tony Fainberg, an official with the Directorate of Science and Technology in the Department of Homeland Security.

"You'll have a plume that goes around buildings and up in the air and creating eddies and we'd like to get a sense of that in as real of a time as we can."

The eventual goal of the project, he said, is to glean information on gas dispersion that can help first responders take "immediate and correct action" in the event of an emergency.

Jerry Allwine, the project's lead scientist and an engineer with the Pacific Northwest National Laboratory in Richland, Wash., said three field studies are planned for the city: a preliminary test to be repeated twice between Wednesday and March 21 in the neighborhood around Madison Square Garden, a more expansive study in August to examine summertime weather patterns and a final one in the spring of 2006.

Once researchers release the gas, a network of rooftop and sidewalk sensors in a four-block radius will monitor its progress. Paul Kalb, a senior research engineer at Brookhaven National Laboratory, said the substance is known as PFT, or perfluorocarbon tracer gas - a safe and extensively used labeling compound that Con Edison relies on to detect dielectric fluid leaks in its underground cable system.

Researchers will need to release only a few grams of PFT, Kalb said, since they can detect it in small amounts - down to several parts per quadrillion.

But the government website for this so-called dispersal has a more clear explaination for what the 'test' is - to provide emergency managers and first responders with the best available information regarding the spatial extent and timing of hazardous conditions to minimize the consequences of terrorist attacks using radiological, chemical or biological agents. This has nothing to do with a routine HazMat exercise. It is wargaming with New York City as the theater. And it features weaponry banned by the Geneva Convention.
